Surface see nbp file but will mot download it

Succeed to download NBP file. and my other systems(mix of dell all-in-ones) will not boot as it is looking for a policy when trying PXE. LiteTouchPE_xwim is not an NBP; the PXE firmware will fail trying to directly boot a wim file and it would go back trying to boot again the booting sequence could be i.e. pxeboot.nwww.doorway.ru Succeed to download NBP file. Hello, I am trying to PXE boot surface pro 4 and for some reason it does not boot. I get the attached message. It tries to PXE over IP v4, then reaches my correct DP that has PXE and WDS, it finds the correct NBP file SMSBoot\x64\www.doorway.ru (this is specified in DHCP option), it appears to be downloading and NBP file is successfully downloaded.
